Some time ago I was concerned about the law enforcement practice on corruption and its description in the criminal code. The most interesting thing is that the site of foreign intelligence has been displayed in the search engine, having read the text, I was at a loss.

As a person with an ironic view of the world, when reading any text, I first resonate with the style, and then the content reaches me. Through the dry clerical language, I saw a thin, barely noticeable, but extremely evil irony. The opening was amazing - in the criminal code of Russia there is not one article against corruption, nor the definition of this term.

Corruption is the merger of assets with officials. The chief executive has power, no one controls him and the young man uses it to create or seize assets, after which he manages and manages them using the entire available administrative resource. This is a banal betrayal of the Motherland - neither to subtract nor add.

Corruption is divided into two types - centralized and decentralized. Centralized corruption dominated the USSR, party bosses and heads of state enterprises created privileges and actively used them. Corruption was rather limited in comparison with the present time due to the hierarchical structure of power, the second secretary of the district committee could not live better than the first secretary.

This limited the corruption claims and control was very effective. And since every bureaucrat from the CPSU or the state always wanted to get to the top, he looked vigilantly so that his subordinates did not have a more proper status.

Corruption in the USSR was a kind of additional tax, which was not very much reflected in economic growth.

During the collapse of the USSR, in which the chief clerks of the CPSU and state enterprises most succeeded, there was a decentralization of corruption, and, in my opinion, corruption was the main thing, and decentralization of power proceeded as a consequence. This is a banal process of transforming the hierarchical structure of power into numerous power groups - clientele.

If the CPSU limited its power structure to the appetites of corrupt officials, then in modern Russia there are simply no limits to the claims of the chiefs. The Criminal Code pursues bribe takers, bribers, those who have exceeded their official powers, but there is no crime in the form of a merger of property and power.

Decentralized corruption creates a beneficent circle when there are few corrupt people and the probability of being imprisoned is very high, but this is not about our much passive Russia. In our country, a vicious circle has developed, corrupt officials make up the overwhelming majority of people convicted of power and there are very few chances to get into jail.

The corruption scandals that have erupted in recent times are more likely to be a company PR, accompanying the struggle of different groups for positions and resources than a real fight against corruption.

Corruption in Russia creates additional costs for business creating mechanisms for robbing the population of the country. In the first case, it hinders economic growth, reduces investment, which primarily affects the incomes of citizens, in the second case, imperceptibly pulls out money bills from people's purses directly.

Defeat corruption can be the creation of institutions of public control over the activities of state and municipal employees: real, not imitational election of the executive. legislative and judicial power at all levels, freedom of information puts limits on the way of merging power and property.

The power of the state must be clearly regulated by law and limited to interference by households and businesses, then people will be drawn and respond to the stimulus of economic growth by their participation in creating the welfare of Russia.
