There would be no black market if they would just allow anyone to sell it. Being Canadian, it seems like most people who are using the government as their new pot dealer are the ones who were too scared to buy it when it was "illegal". Everyone else who was using it the whole time just carried on as normal, but were able to relax a little more and probably don't have paranoia as a side effect anymore.
