365 - 218= 147 days of work per year
Lets be liberal in our estimate and assume congressmen work 9 solid hours a day when they work.
147 * 9 = 1323 hours of work/year
The 106th Congress holds the title of shortest average bill at 2300 pages .
2300 / 1323 = 1.74 pages per hour if Congress does NOTHING ELSE other than read the bills they intend to pass.
Remember this is the lowest average bill size working a 9 hours day SOLID.
