Reporting Child Trafficking to the FBI Hotline - Is it truly entrusted to a third party?

I have concerns about whether or not the internet traffic in my neighborhood/building is being rerouted or if the reporting to law enforcement or FBI for Human/Child Trafficking is truly this bad. Because of my work experience I’m aware of sophisticated ways of redirecting traffic that could be happening, so I’m looking for assistance from my telecommunications brothers and sisters to see if this might be happening.

Sometimes you notice some odd re-wiring but another topic-another time.

I don’t know much about the Polaris Project and I don’t want to get too far into that debate as to the effectiveness or lack thereof. Rather, I’d just like to highlight that it’s troubling to me that we seem to have neglected a vital aspect of protecting children (and other victims of slavery/trafficking) by optioning to report these crimes to a third party managed hotline. I feel like this is too important to be left to private industry and non-profit and this should be a function of law enforcement and/or government agencies directly.

Some have had concerns about Google and Palentir with regards to privacy and their tendency to advocate for technology over the rights of citizens. These are valid concerns and troubling since the top donors to the non-profit, PolAris, are Google and Palentir. And while we are on that topic, what is Harvey Weinstein of Black Cube spying fame doing on the list of donors to a reporting agency for Child Trafficking? That is, assuming this is truly the place we are supposed to report. That number doesn't look right to me.

Meaning, it’s become increasingly easier for organizations to throw some money at non-profits to give the illusion of being effective but the problem gets worse. And what kind of assurances of accountability to the public is required of Polaris? Isn't that worth asking? What does the FBI expect from this relationship? How accountable can it be?

So with all this technology and tracking available, why are children still missing and how is it even possible we have so many unresolved cases? What happens to this data? I'm a former telecommunications engineer, specific to wireless (cellular tower) technology. I'm well aware of our ability to locate a device, or anyone near it, with startling accuracy. So how is Human and Child Trafficking still such a problem in the information age?

I have some ideas on how we can restructure the DEA to focus less on things like Cannabis and redirect those resources and staff to the issue of Child and Human Trafficking if the agency is willing to open themselves to another group of people who have historically been sidelined for government work. There is a great deal of help waiting if they can open their minds to restructuring.
