In which Korea are people likely starved to death? North, or South?

Hay, maybe it is a silly news, but I wanted to share it on Steemit.

It says, defected North Koreans are being captured and starved by South Korean government...and they really want to go back to their home country. But where? To labor camp to be ripped by dogs to pieces?

Maybe it only sounds silly to me because I am an Korean in South, but I just wondered if some of you who are not from Korea think the same as I do, or not.

Check this news, an interview with the defectors's family in North.
