That is a "legal" way that many governments use to steal funds, here in Venezuela it was like that for a long time, until the current government arrived, they took over all government agencies and now if they want they enter your house and take your belongings (a way of saying it), and the only ones who can complain about it must be in another country, otherwise they would be criminals who with their denunciations are promoting hatred and therefore they would go to jail.
