Concrete is a measure of infrastructure. I am saying the OP neglects these facts and likely hasn't done too much research into China's booming economy. I have first hand experience in both countries, there is poverty and wealth in both countries. Taking an egocentric view as an American, the original poster is missing a lot of relevant information
