When things cannot be figured logically, you normally follow the money. When an overwhelmingly stupid, ugly, and evil bill like this one passes both houses almost unanimously, money by itself begins to fail as an explanation. My own guess, and that's all it is at this point, is that this picture involves blackmail on a gigantic scale (pizzagate/pedogate) and the deep state or whatever you'd want to call it trying to send Donald Trump some sort of a message ("You do not control Washington D.C., WE do..."). There is also a possibility that motives here may include trying to prevent some sort of an oil/NG derivatives blow-out, possibly even a blow out of derivatives which were being parked under FDIC in Cromnibus two years ago and which would take FDIC down were it to happen.

But, basically, they're trying to take Europe off of cheap Russian NG and force them to replace it with expensive US LNG and the EU is going to come down on us like a ton of bricks.

The fact that Iran and NK are mentioned in this bill means nothing, the thing is aimed at the heart of Russia's energy sector.
