Politicians talk nonsense.

Politicians are always telling us, especially when they have just won an election to office, that they will carry out the will of the people.

They are lying, of course; everything we know about the actual practice of politics tells us that they have no such intention. But even if they wished to do so, they could not carry out the will of the people, because no such will exists. "The people" is an abstraction, not a living, breathing entity with preferences.

Only individuals have preferences, and they obviously have different preferences in many dimensions. A politician can only try to carry out some person's will but not other persons' wills. As a rule a politician will try to carry out his own will, even at the expense of all others. Which was actually the plan all along, with "will of the people" serving only as a noble-sounding public rationale.
