50% style democracy is simply the systematic oppression of minorities, and needs to die.
I don't know what it needs to be replaced with. I think nothing is better than what we have today, eg: the absence of governance.

I just got through explaining to MM (@fadat)
that the First Past the Post, and the 50/50 % rule go hand in hand.
A 50/50 Democracy has everything to do with networking.
Add a 3rd Witness, and then democracies begin to get chaotic.
A 4th "citizen" and then you're right back where you started,'
with a sort of new 50/50 % possibility. Add a FIFTH to the mix
and you'll get chaos within chaos... so just fractal THAT formula
in 3s. If it doesn't make sense, then it's not supposed to.
Just ROLL with it! It works for some reason.
