Chroni Capitalism is a form of socialism, you can not blame the elites for taking the free money being offered by your socialist government. It's like walking in to an AAA meeting with a room of alcoholics and placing a bottle of booze down on the table and than blaming them for getting drunk. The economy is drunk on chroni capitalism and cheap money, supplied buy the government. If you want to solve the problem you have to cut the head of the snake off, the government. This is why libertarians want to downsize and limit the size and power of the government. Democracy will never work because human nature will always be corrupt.
How do you prevent wealth hording in your world?
You limit the power of the Government
