Yes it is happening everywhere, here in Detroit using the abandoned open fields to create community gardens to feed people fresh fruit and vegetables are now illegal. Sure an open field of really tall grass (because the city is too broke to mow it) is all the more safer for the community. Yet again it goes to show governments care not about the people but simply their bottom line.
