A step by step:

1. Little by little take away from them everyday basic services: you shall begin with water and electric power. At first they will get very upset, make protests, demonstrations, claims. However, after a while you will have them become accustomed. They may still put up a fight, but nothing that will make a change. They may curse a lot but after a while, they will feel gratitude for the few times they can enjoy these services. Do this with the rest of the basic goods.

2. Remove the possibility of being able to look for food by their own means: little by little remove the basic products of the supermarkets -such as rice, spaghetti, soap, others- until disappearing them completely. Without prior notice make the products appear, but at a price that is not accessible but for a privileged group. Then create a new way for the less privileged to have access to these products. Yes, once a month and in limited quantities.

3. Annul their purchasing power: Inflation, inflation and more inflation. Put obstacles in the banking services. They have money? I'm sorry, there's no cash. That's how you have your own new domesticated pets. People will act by instinct to find food for themselves and their offspring. They will stop going to the doctor when they need it if they have to wait for their box of food. They will leave their other needs behind and with good reason. To get to the top of the Maslow's pyramid you should be supplying the basics and this is not happening. These people will get angry when you do not give them things or they are not accessible enough for them because they think they deserve them without doing any work. They will be tense, angry, violent and annoyed most of the time. Be careful as comfort and mediocrity are easily spread.
