Dear clever Capetonians, please help me explain this
Dear Capetonians,
I am not a resident of Cape Town, just a concerned South African, devastated to see our country destroyed by treasonous politicians, shoving the UN’s depopulation Agenda down our throats, who are literally only being paid to make up excuses for this Agenda.
I am also not an amazingly tech savvy person, but also not completely tech illiterate. So can some of you who are way more clever than me in that field, please help me make sense of, and explain the following:
If you do a google search for “water demand management Cape Town” (demand management being a favorite *ICLEI term), one of the results you get, is the following one:(scroll down a bit)

Note the date, 24/07/2012
A SumatraPDF analysis of the file, shows the following:

Note, creation date 2007/12/10. The different dates, 2007, and 2012, are probably due to redoing the website, and re-uploading the PDF file.
There is also this article, celebrating the exact same thing, with the exact same date as the creation date given for the aforementioned PDF file, so it is probably legitimately from 2007.
So my question to you clever people is this: why does that PDF file, have the exact same info in it, as this IOL article from 10 years later, 08/10/2017? Except of course, that in the bits justifying these devices, it doesn’t mention the recent drought at all?
Could it be that the City of Cape Town, had this plan to ration your water all along, because *ICLEI’s “sustainable development” plans demanded it, but they deliberately waited for conditions to become this dire, and purposefully didn’t do what was necessary to avert a crisis, so that you won’t resist when they finally started mass installation of these rationing devices? (Incidentally, Cape Town is the *ICLEI Africa headquarters)
I hope you clever people can come up with a better explanation, because I feel sick right now.
*ICLEI - International Council for Local Environmental Initiatives, recently renamed "Local governments for sustainability" - The main NGO responsible for injecting Agenda 21/sustainable development into our school/university curriculums, and planning departments of local and national governments like a virus.
