The European Union has been unable to agree on an oil embargo for several weeks now. The reason for this is the resistance of several countries heavily dependent on Russian oil imports, primarily Hungary. According to Reuters, the European Commission hopes to persuade these countries by offering them large compensation and investment in energy.

Robert Habek also said in a TV interview that the oil embargo alone would not help deprive Moscow of revenues, because the loss in exports would be offset by the high price of oil. Therefore, according to Habek, the European Commission and the United States are jointly developing a plan to introduce marginal oil prices. The plan is that some sufficiently large number of countries will agree and refuse to pay for oil above the limit set by them.

"This is obviously an unusual decision, but we live in unusual times," the German minister said.
