yes all kidnaping is wrong. No police officer of federal agent is justified when he kidnaps and tortures another human by placing them in a cell ...arresting someone with handcuffs? Im sorry its still kidnaping...taking someone against their will is kidnapping, no badge or gun or bogus federal or local or state government gives anyone the authority to commit violence upon another human being.
