Strictly speaking it is not. Censorship is when you are separated from your audience so that you can not talk to them.

Getting downvoted is a nuisance, yes, and it may hinder your speech somewhat, but it doesn't completely shut you down from getting your message out, like censorship does. Do not mix these two up.

If you use a front-end like busy.org or eSteem, you will be able to read any posts that might be hidden on steemit.com.
