No he does not, he has copy/pasted variations of this spam promotion on multiple articles. He has been notified that it is spam and rude to comment without actually reading articles and responding appropriately.
The only thing I know that we can do is report spam comments like this to the SteemCleaners Linkdrop channel which I have already done so they should be on top of it :) Otherwise simply go to his profile and mute him so you don't receive notifications anymore.
