The Ohio State Highway Patrol has filed a charge against a 22-year-old Youngstown man who they say dragged a trooper for more than mile through Youngstown's West Side. The trooper was dragged one-and-a-half miles before the car slowed down enough to allow him to get free from the handle. A second OSP cruiser followed the car until it was out of sight.
