Last fall I gathered signatures for I-940 in Washington state to hold cops accountable for killing people. I had cops come up and talk to me. They admitted that nothing really happens to bad cops. Just a slap on the hand. Yet, for some insane reason, they still felt they shouldn't be held accountable.
It's a sense of entitlement.
