In my opinion, the best current GPUs are the following below for Ethereum mining but the answer is more complicated And all this depends on the cost of hardware and the cost of your electricity.

For the lowest heat and electricity per unit hash rate I would suggest R9 Nano.

For best hash rate per unit electricity I would suggest the R9 Fury X.
Hash Rate: 33 mh/s | Cost: 450$ |

For the lowest upfront cost, possibly the R9 290
Hash Rate: 30 mh/s | Cost: 250$ |

For the Hash Rate and electricity + cheap cost R9 380
Hash Rate: 24.5 mh/s | Cost: 300$ |

For the highest hash rate per GPU, the answer is the AMD HD 7990
Hast Rate: 44 mh/s | Cost: 450$ |

For the hash rate and less electricity consume, + cheap in cost, RX 470
Hash Rate: 23 mh/s | Cost: 199$ |

For the hash rate and less electricity consume, + cheap in cost, RX 480
Hash Rate: 25 mh/s | Cost: 400$ |

The HD 7990 harder to purchase from stores as this series has been superseded by the R9 series released in 2015. Internally, the HD 7990 with 6Gb RAM consists of two AMD HD 7970 GPUs with 3Gb RAM each packaged together.

You don't need a fast motherboard and CPU but make sure you know about this, AMD CPUs use more electricity than the equivalent Intel CPUs but AMD CPUs are cheaper than Intel CPUs.

i would also suggest re using old hardware if you are a pc gamer and like to upgrade regularly.

Why is GTX 1070 not included? It's a viable choice for people living in western countries with high power costs.
