I dont' know... because they wanted to make it look like they are concerned and ''doing something'' about it?
Here in Canada, when a large number of people with influence and/or power commit specific crimes related in nature and/or by relationship, instead of legally prosecuting these people we create a commission on ''said systemic problem'' where the suspects are summoned to answer questions in public. They are made to feel free about talking of their wrong doings in exchange, I believe, for the promise that they won't be held criminally responsible for what they'll reveal. And then, the commisionner(s) file its/their report and the government decides if some changes to the law should be made. I wouldn't really call this justice. ;-)
