It's both art and vandalism.
If some one painted the Mona Lisa on my wall with out permission it would be vandalism.
People don't have the right to force thier art onto other people. I actually like spray can art and id also like to see more people and councils commission or make available more walls.
I completely uderstand your POV, there should be places set up for this but sadly there aren't that many of them or polititians who would do something like that and oraganise some free walls to paint on.
