I don't think that this plant is "taraxacum officinale". Taraxacum officinale has all of its leaves on the ground, it doesn't have leaves on the stalk. This maybe another genus from the asteraceae family but the leaves remind me more of a poaceae plant.

thanks for your comment @valkyrion I dont know much about the original names of flower. I only searched some website like below and get the information from them. thanks again for the explanations.
