Yes, we give red packets (call hongbao or ang bao) to children.
Inside the red envelops, we put it money in there.
The red packets is a Chinese thing but I'm not so sure about the new notes and did some research. Seem Hong Kong also seem to do it so it must be not uncommon. :-)
