Novgorod! The world's first international market without government was there! I'm sure even the ruins are gone now, it was sacked by the first government in power. Decentralized exchange and multiple blocks long and a threat to all forms of coercion.
Any reference to that now? Any evidence at all? I suspect not, no one would want to pax taxes if word got out that ancestors were able to live exceptionally well without an overlord.

Before Ivan(?) unified Kiev, apparently there was a non government market spanning a couple blocks. All wood, interior sales booths, when moscow was a still a forest. No king, no prince.
