Neverending winter

When im outside walking with my dog, i feel a bit funny because for the last 4 years the winter is shifting towards summer little by little. Are the poles shifting or what is going on. Back in the days in Estonia we had alot of snow by november, but now it started to really snow by the end of february.
What is going on :)
