It probably has something to do with the autism spectrum. I have known two upper secondary school students who both had Asperger's Syndrome. Both of them had special allowances when it came to their schoolwork and tests. One of them finished all required courses and passed the matriculation examination. The other one left school with never having passed all the required courses. He was really good at English and could've passed every course with flying colours but could not bring himself to jump through all the hoops.
