Hard to tell, Looks like Aphids and scale maybe... Do you have a local garden center that sells lady bugs? They'll enjoy the hell out of those aphids and then fly away to find another snack!

personally i like them, they dont seem to do any visible damage to the rose plant :), but they are gone now sadly, o well im sure they will be back when seasons are right again
No not much unless you have many many many, they also (like scale) prefer the fresh young or new buds and leaves. Fun fact is all!
