Isn't it more amazing that people need incentive or penalty to not litter, spit or otherwise dirty the land they live and walk in.
One of my pet peeves is graffiti, driving through Buenos Aires just two months ago I watched a graffiti grub spraying in broad daylight on the main city street. The police car just rolled right past him.

Yes indeed. Even here in Bali the locals seem to have little respect for their land. Pissing & spitting in public is the norm and there is no free rubbish collection service here, so it gets dumped in the rivers or burned. And they call this the Island of the Gods! Another article coming soon I feel :)
