Looks like some type of locking mechanism. The bottom looks like a door of some kind. Great photo.
Yes, there is a door, but a garage door would normally be locked from outside with a key. I have no idea how this "shoe lock" (if it is a lock) could be useful.

Based on my assumption this is a sliding kind or door, this "shoe" is an improvised "door handle".:-)
