When I was living in Vietnam, I would talk to people about these kinds of things. Some of them believe in those kinds of things. So, in other words, some Vietnamese people agree with you.

Socialism Land

Some of them believe in socialism, communism, in the concept of letting everybody own everything. In reality, that is authoritarianism in disguise. If you let people hike on your land, who knows what they might do on your land.

Freewill

Of course, you can do that if you want. Ultimately, it is your choice. But it may come down to how you want to manage your land or not manage your land.

Landlord Responsibilities

But the responsibility is at least partly is on you as opposed to on every person. If you let people roam free on your land, it is almost like you are giving up your private property rights. I'm not saying that you are actually giving up your private property rights, maybe, possibly, legally, technically, allegedly.

Possibilities

But some people may do bad things on your land. So, if they do, then how is that not your fault for not stopping that? Well, technically, I'm not actually saying it is totally your fault. But at the same time, it is not like you are helping if you are giving people a free pass.

Rules

You should post rules on some signs.

Security Cameras

Perhaps, set up some cameras. Post on some signs that litterers will be prosecuted, perhaps.

Build a Wall

I would have walls.

Animals May Not Know

By the way, animals don't know if they are caged or not, that is if the cage is very big. The smaller the cage, the more likely the animals may notice, depending on the kinds of animals that we are talking about. Some animals don't mind as much as other kinds. It depends on several different factors.

Gate

I would try to have security cameras and signs with the rules. I may have a gate and let some people in at times. If they break the rules, I can attempt to prosecute them.

Up To Me

Ultimately, it is up to me to clean up the messes that they make, even if I'm not able go after them legally in a court of law.

My Fault, Even If It's Not My Fault

Ultimately, if something bad happens, then I should be blamed, even if it is not totally my fault.

BTW this is not my forest.
I didn't say anything about wild camping, but we are a free country, where everybody may go where he wants, as long as he keeps to the rules. Some areas are forbidden for several reasons, but I think 90% of the forests and areas are free accessible.
We have defined hiking paths all around Austria and wich lead through forests and mountain pastures and farmland, which mostly is private owned.
And we have many rules how one has to behave. Some people don't care about rules, and if they get caught they will pay, of course.
Of course, there are private property rights and I have never said I wouldn't respect these. A private property is my house, ma garden, my backyard, my farm field, my fish pond, my whatever, but the wide open country is open for all.

I understand that. I'm only speaking theoretically. So, people break rules. They pay fines. What else can you do? Well, you can try your best to educate people, which reminds me of that cartoon, Captain Planet. Now, people will say that the citizens of a country, like Austria, or any country for that matter, own the public places, national parks, the wildlife, like you said, "The wide open country is open for all." But actually, it is owned by government. Well, if you pay taxes, then you could argue that you own the land as you have a say. Perhaps, a tax payer owns the land in theory to the extent you can vote for the laws, etc. It can be a tricky situation. Rather complex. Some people do say that everybody owns the public places. That is the perception. But it is not true. Yes, people are allowed to camp, hike, etc, on allegedly public land that is owned by everybody. So, lots of people say that everybody owns it. So, during the course of you life, people would say that to you. It is a lie. But people believe it is true. It is possible that you believe in that lie, that deception. Many people do believe in that perversion of reality. Government owns it. Gov lets people do stuff on it.

I am sorry, but I do not understand you - I understand what you write, but I don't understand, what you want to say.

From a post about stupid people who throw their trash anywhere we came to the lying government - that was not my intention and I certainly do not want to discuss such things, which are different from country to country.

Everybody may have his opinion and everybody may say whatever he or she wants or needs to say, and I do respect your meaning. I also believe, that what you are saying applies to many countries, but not everything applies to all countries, and I do not agree with everything you say.

Would more trash cans encourage people to litter less?

Yes and no, because some people just don't care, and that's what is so annoying for me - the trash is also near trash cans. There's a beautiful forest lake, where I go for a walk sometimes, and there are lots of trash cans around the lake, but beside the trail around the lake you can find trash too.
People are just stupid, that's what I wanted to say, and some will never learn, even not it they have to pay a fine.

I saw the same thing in Vietnam. I see this kind of thing in some places in America. Yes, people can be lazy. Vietnamese told me that the trash people will pick up the garbage off the ground. So, some people have this attitude. It is kind of like having a dirty room. Now, your room can personify your mind. If you keep your room clean, then your brain may feel more clean. If people keep their forests, etc, clean, then the community can feel cleaner. But at the same time, some people can have a habit of dumping trash on the ground. It is in their psychology. Some people can feel dirty on the inside. In their heart. In their soul. So, they tend to be messy. Sometimes, it can be due to a lost of hope, purpose, meaning to life. Yes, some never learn. That's true.

Yes, of course there are people who get paid to collect the trash, but why should I throw it on the ground when there's a trash win nearby? And when no trash bin is nearby I take it even home.
I have been smoking for many, many years, but I have never thrown my finished cigarettes on the ground, like most smokers do. This is just another example.
