How to take better pictures in night or low light?

Taking a good picture in night or low light has always been a problem for me. No matter if I use my Nikon or my phone. I know something that I am doing is not right.

I am just a novice at photography but would like to learn. Can you experts provide some tips on how to improvise pictures when taking them at night or in low light?

Note: This is one picture I had taken and you can very easily spot my mistakes, any suggestions will be greatly appreciated.
