Mobilephotography: Baler Beach

Captured this with just my mobile phone, and edited to make it black and white. This is a beach front in Baler, Aurora, Philippines (a place famous for surfing) which is around a 5 hour drive from Manila. You can see a guy fishing something on the beach, which I thought is weird, anyone know what's going on?
