I was thinking the same, there is no reason to stop a father and a small child if they want to play in the park.

As far as I know Finland is a safe country right? I mean there are not too much insecurity in the streets? Because I would understand people trying to keep distance with strangers if it is in an insecure environment.

Yes, Finland is very safe but it is also isolated, even within the country traditionally. They don't talk much although if you meet the Finns at Steemit, they give the wrong impression however, that is also due to the people here generally being a little more forward thinking and risk taking than average.
If it wasn't for alcohol (and foreigners), there would be no babies born in Finland ;)
