It raining a lot recently. A few days ago, I saw a familiar cat after coming out of the library. It had rained and the ground is wet.

I think it's taken care of by someone living in the block in front of it. I saw it a few times at different place around the block. Probably more than one person feeding it even.

This cat is pretty cool. Total fearless of everyone around.
I think it's just so use to humans around it.
