I've seen groups of them (not sure of the collective noun for a group of rays) several times when freediving but they were always just that bit too far away to get up close like that. They always just seemed to "fly" away before I could get there.
The first time I saw them they were in relatively shallow water about 2 kms south of Seal Rocks NSW (back in day when the Grey Nurse sharks were really abundant there) and the second time I saw them they were in much deeper water off Fingal Island near Port Stephens NSW.

Yeah sometimes they can be extremely flighty. I find that if they are feeding they don’t seem to mind your presence as much. Where did you see them?
