Long story short:
Using Flags/Down-votes we attempt to remove rewards from a know abuse duo Wanabe and Bliss7.
As you have noticed,
Wanabe received an up-vote on his generic comment worth around $.5 while they only give a worthless up-vote to your post they are supposedly praising.
It's only one of many types of abuse we're trying to counteract.
