Are the inscriptions on the houses art or vandalism?

Walking along the street, I saw a picture made on the house. The house is old, but painted with fresh paint. And so, someone drew on it such a "picture". Maybe it's beautiful, but why do it in such a place? In the end, there are many gray places where such inscriptions will be a decoration. I think that it is unpleasant for the owner of the house to see how his house was spoiled.
