The quick fix for self-voting
There have been quite a few posts surrounding the self-voting of comments in the last two days. The basic problem with this behaviour is that the pool gets drained with very little spread of the wealth as people are just rewarding themselves.
I am not qualified to look into the algorithms nor am I up to speed on the various perspectives given by the likes of @schattenjaeger, @lukestokes, @dwinblood, @ats-david etc..
But, I have a solution. It is a solution that has been used across the world in various forms for millennia most likely. In Australia, it has been used to control all sorts of community behaviour and has generally brought fairly good results except for in government, where they are incapable of following such actions.
It requires no changes to current rules or coding and can begin immediately if the will is there. I normally don't ask this, but the further this 'patch' spreads the higher the impact.
I spoke to @dwinblood very briefly about this and we reached consensus remarkably quickly and, as not to take away from his eloquence, I will quote him directly:

So, without further ado, the fix that will not only repair the self-voting of comments but bring resolution to flag wars, trolling and all kinds of unwelcome behaviour. It is a philosophy, a way of life, dare I say it, a path to enlightenment.
Here is the solution:
Don't be a dick.
Make it your mantra, tell others.

Sadly, that is not going to work because self voting is an incentive that is extremely enticing to poor people who see this as their way out of poverty. A lot of them aren't really dicks, they are just so blinded by the incentives that they don't consider how rude and antisocial their behaviour is.
I think that the behaviour that is draining the pool is not the poor people on the platform. Perhaps if some of those at the other end were not doing this, there would be more for the lower end. I don't know how it all works though.
@personz has been testing his preliminary version of @smackdown.kitty and so far it looks like the majority, clear majority, of accounts engaging in self-voting have over 1000SP.
I'm totally against any control and no the guberment of Oz has NOT done anything which produced 'fair results'..they've merely taken credit for what you and other have done...

People raised as christians may understand the golden rule, at least superficially, but many people don't understand the social benefit of this. It has to be voluntary, but at the same time, you sometimes have to use force, like muting serial link spammers in steemit.chat.

Do you know that back in the time the alleged Jesus allegedly walked the earth, that the Jews were lied to by the priesthood and told they had to give offerings of an extremely rare coin that the money changers had cornered the market on? These guys were the precursors to the modern central bankers. Jesus may not have ever existed but the historical context is verifiable outside the bible.

Lol. I once read a post, I liked it, it resonated with me. So I left a comment, ya know, sharing a similar story. The author upvoted me for 0.15 cents and replied to me with a single line. They upvoted their own comment to the tune of about $3:50.
I replied again, 15cents, they replied, again, $3:50 on their own comment. lol. Cracked me up so hard.
That is what we in the business call, 'a classic dick move'.

Buuuut that's not going to cut it. We need systems level changes for this thing. Disable self voting, that's the simple solution.
But many have secondary accounts and SP can be donated. It will stop many, small accounts probably but not the bigger. I think...
No it will not stop the determined. We had that from day 1 really. The thing against that is that splitting SP between accounts will dilute what they could have in one account, but the deterrent effect of this was weakened with HF 19 changes.
It will stop the majority though, and make it harder to do it. I agree with your philosophy but I don't believe in just sitting back. We also must act.
The thing is we have actively seek the thing we are going for here.
I agree that action is needed but I fear it is the same with the Trending page and a few other things.
Those with power control their vote and we end up with the same as in the walking world. It is not what you know, it is who. The one percent mentality has been dragged in here also so the look out for yourself and throw crumbs to others will propagate the same cutthroat results.
It is a shame if it continues this path, this platform could really be great for the many, it just takes the few to support it early rather than pillage and plunder.

But I want to put you on the spot: would you support removing self voting at the blockchain system level?
I am guessing that means to remove the capability completely.
Personally, I would prefer people to self-regulate but greed (and necessity for some) being what it is.
It would be interesting to see what effects removing self voting would have or perhaps limiting it or placing a premium. For example, what if a self vote counted as 2 votes with the second remaining in the pool for distribution?
Not my area obviously but there must be at least somewhat of a solution possible.
