It seems somewhat inevitable because there are countries like China that are willing disregard any notions of bioethics to get an edge.
I think research would be similar in all powerful countries for that reason. Sports doping taken to the extreme levels of secrecy.
I agree. National security giving a free pass to nearly anything.
