The First Institutional Damage by Duterte was when he vacated the Warrants of Arrest for Nur Misuari for killing nearly 200, burning a third of Zamboanga and displacing nearly 30,000 peaceful Zamboanguenos.

It went downhill from there.

He called the Constitution a scrap of paper that he doesn't want to see; bastardized the Rule of Law ten ways; ignored the clamour for his Bank Waiver; along the way he forced the Supreme Court to kill the established rules on Judicial Inhibition then raped the Impeachment Process; ignored and set aside the Arbitral Ruling to favour China openly; subverted the efforts to recover loot from the Marcoses by asking Congress to abolish the PCGG and brokered the Marcos Comeback in so many shameless ways; he abused the imposition of Martial Law; then applied selective prosecution of multi billion tax cases against his perceived enemies; he is in the process of killing the established rules on Conflict of Interest with his endorsement of Calida not divesting his shares in an agency that cornered juicy security contracts with the Government and he single-handedly rewrote Murder to be allowed in cases of mere suspicion of drug use.

The next Government will need a Superman at the Department of Justice to scale back the current trend towards respect for the Rule of Law and an overhaul of the entire Judiciary and the Supreme Court to bring back the Rule of Law.

And the next Government will need a Superman President to regain what Rodrigo lost to China.
