METRO CEBU DEVELOPMENT COORDINATING BOARD 4th Quarter Meeting

Last December 2017, the 4th Quarter of MCDCB (Metro Cebu Development and Coordinating Board) held at the Fonti de Versailles, Minglanilla, Cebu which hosted by the Minglanilla headed by Mayor Elanito Pena as a welcoming address.

This meeting attended by the mayors in Metro Cebu, JICA team, DPWH, NEDA, MCWD, Mega Cebu, business heads, media and guests.

MCDCB is a coordinating body creates on April 1, 2011 through a Memorandum of Agreement signed by the local government chief executives, heads of national government agencies, and leaders of the private-civil society sector. It is the consortium of the Province of Cebu; 13 cities and municipalities located on the eastern side of Cebu Island including the cities of Carcar, Naga, Talisay, Cebu, Masaue, Lapu-Lapu and Danao and municipalities of San Fernando, Minglanilla, Cordova, Consolacion, Liloan, and Compostela.Promotes the long term and collaborative planning and action towards sustainable urban development. It aim to facilitate the formulation, coordination, and monitoring of integrated development and strateges, policies, and standards for the development, initially of Metro Cebu. *Source: Mega Cebu

The MCDCB selected Mr. Gordon Alan Joseph the Cebu Business Club President presided the meeting in the absence of Gov. Hilario Davide.

The first hour of the meeting allocated for the reviewed and ratified several resolutions drafted during RPOD (Research Pogram and Organizational Developemnt Executive meetings; includes the Resolution to include Butuanon River as one of the priority rivers under the Metro Cebu Drainage and Flood Control Master Plan which discussed further by John Nino Ocmeja (OSM, Mandaue City).
Another resolution reviewed indicates to support the recommendations of JICA’s Inception Report on the Preparatory Survey on the Septic Tank Sludge Treatment Construction Project for Metro Cebu.
The JICA project team presented the project on Master Plan Study and Institutional Development on Urban Transport Systems in Metro Cebu including priority and project for the F/S and Pilot Projects. One of the highlited discussion was about the Traffic Demand Analysis and Urban Transport Institution for the improvement of Cebu Traffic.

*Metro Cebu Intersection Improvement
*Area Traffic Control System
*UMRT CML Line
*UMRT Central Line

There were several questions raised and these were endorsed to specific national government agencies for them to address.

The mayor of San Fernando discussed the insights and next steps from 6th Asia Smart Cities Conference last October 25-27, 2017 at Yokohama, Japan. Councilor Nilo Seno of Mandaue City, Councilor Junjie Cruz also presented to the member of the board the strategies and learnings during that conference.

I am grateful that I am given an opportunity to met the mayors of the Metro Cebu, the heads of the agencies of the government, and the businessmen like the owner of the parkmall. I witnessed how our government work so hard for the improvement, development and rehabilitations of the Metro Cebu. As the representative of our company the year 2018 projected to be huge and abundant projects that the contractor looking forward to it. Hoping the perspective of looking good governance and development from a Big Picture and not on an broken promises.
