Yes the #philippines needs to be the first tag, my script queries posts that have the first tag of the philippines, and generates the top 20 commented posts where I do manual curation for each post. Giving it points and picking the top 3 for the rewards pool. Equivalent upvote value and resteem :)
I am unable to post the editions right now as I had been sick for the past week and away from steemit. Maybe I will start to ease in to it again this week. haha.
