Yeah, if you read Jonathan's reasoning (which I hope is honest), it makes sense due to PBSA's status (non-profit) and eXeBlock's status (for-profit).
We're ( @agoric.systems ) an active witness for the chain and we actually "mined," the first non-init block :-).
