Pay to use toilets

Basically in most of the places that I have been travelling through europe and Asia, I find that compared with most other countries, the Netherlands is particularly a country where it happens most often. In establishments where you already pay to eat, like McDonald's and some department stores. does not really matter.
I am from the Netherlands myself, so I know what I am talking about, believe me, the local people don't like it as well, but nothing has been done by the government to stop this. However the bars, cafe's who ask no payment for toilets, will eventually get more satisfying customers.

Human right

I feel it is a human right to be able to use a toilet without paying, especially when one has a weak bladder. I know some people may say it is only 50 Euro cents or a Euro, but all those times added up in a day is too expensive for a person on a back-packing budget.
I was also quite surprised and upset later to find theyminimal free public washrooms for men and women alike.

Returning customers

Look i understand this: A public toilet is a service. Somebody (hopefully) has to clean it. Somebody has to be paid for his/her work. Same as washing your hands and of course you could request the customers to leave the toilets clean.
But if you have returning customers, paying a lot for beer, food and you name it, then their salaries are paid by the profit of those items.

Law

That said - in Italy for example, the owner of a cafe cannot refuse the use of his toilet to non-customers by law or of the discretionary power of local authorities.
In McDonald's in France, when you buy something to eat or drink, there is a code to get into the toilet printed on the cash register receipt. So no, nobody is collecting money, but you can't use the toilet if you don't buy anything.
