Cargo ship overload

I came across this picture on internet when I was surfing through the web. It done on me that if this actually occurred, many people will be affected, not only the crew but the people expecting the arrival of their goods will be left with sorrow. But let come to the point, was not this cargo ship overloaded? Because to me if seems so. Now my Amazon order may be on this ill-fated cargo ship, because I have been waiting for it for so long.
