Unless you are self voting, the best time to vote is still before 15 minutes. (Usually at 13 minutes I have found). Not too early that most of your curation goes to the author, but not too late so that everyone else votes before you do...
If you are self voting however, you have to wait 15 minutes otherwise you only get your vote reward, but lose your curation on that vote which gets forfeited to the rewards pool.
