I somewhat agree with your points in this article. I think parents need to use common sense and pick and choose what advice to heed when raising their kids. It can be harmful to be in the sun at the hottest part of the day, but wearing sunscreen will help prevent any adverse effects. Hose water, though, well my boys have each had their fill of that! :)
