The evolution of the state is towards making more and more ideas legal, to the point where everything becomes legal. That has been ongoing throughout the history of the nation-state, with universal suffrage, more ideas became legal, and so on. Because of genetic bias, human-based states are not able to allow all ideas, and the consensus trance at the present is not able to run all types of ideas (as in, they are not legal), but a technology-based state, a "consensus technology", could.
